Hi, my business partner had the same issue and I have given him the advice. He recovered the account - by following my advice, I am certain I can help you repeat the steps - but really you must not violate Facebook Terms of Service - ToS - and you have to be persistent in the communication with them.
I would check your ads too as part of this bid (confirming non-violation of Facebook ToS). And last but not the least - there is quite simple rule to follow when you are working with ads and it doesn't matter how many accounts you open and payment methods you verify.
The predicted time for Facebook people to contact you is 2-4 days so I have bidded more than I expect it will take, considering also the end of this year.
Because of that I have placed only one milestone. You pay me when you get your Ad Manager full functionality back. That's all.
