Instructions on how to rotate via remote desktop (there's a command line you need to copy and paste. It's easy. But in windows 2008 Server, which is what you will get, changing the outgoing IP is from the command line.) Standard Microsoft SMTP. A bulk email client that will work with Microsoft SMTP. A setup to handle complaints. You can't bulk email without this.
