InDesign Template for Food Label

I need a template created in InDesign for use on our company's food package labels. The template needs to be the perfect layout that allows us to simply change the text and images as needed for our many hundreds of different meal products. We currently use Corel Paint Shop Pro but are switching to InDesign and need help in getting the template set up.
The label material already has a preprinted border, logo, and address on it. I have attached an example of the label material...I will refer to this as a "blank" label. The labels are 4 inches x 6 inches.
The InDesign template will consist of verbiage and a couple of images that we need to print on this "blank" label. I've attached an example of the format and type of content that needs to be included in this template. There are two images (circled in yellow) and several text blocks. You can see that there is white space in the upper left corner where the logo sits on the blank label. Text and images may not overlap any of the colored border, logo, or preprinted address at the bottom. I am also attaching examples of the two images to be included in the template, which must be editable by us (swapping out for different images of the same size). The text content that we will need to edit within the template is variable in length.
Feel free to use filler text for the template...there is no need to use the exact text in the example attached. It just needs to be formatted this way.
I am also attaching a photo of a "completed" label...showing the text & images we have printed on a "blank" label just to demonstrate the final product.
