Electron JS & Twilio chat / video integration POC

I need a electron JS guru to integrate twilio SDK [login to view URL] into a POC electron JS application. Maximum Budget is $150
Requirement:
1) Create a small web application has two roles, user and admin.
2) Create a small electron js app
2.1) A user logs into his account and download electron js app, when a user launch the app, the electron js application must maintain session.
2.2) In electron JS application & also on the web application (admin role) - you need to integrate twilio programmable chat SDK (the behavior is, when a user launch chat, the admin must know a chat is incoming and he can able to identify the user and from which session he is coming with some other parameters).
2.3) If a admin want to do a regular chat or video chat, he will invoke chat or video call with electron JS app. The integration would be twilio webrtc.
2.4) an admin can invoke and repeat step 2.3 - means every user is context driven.
NO UI DESIGN REQUIRED, if you could able to demonstrate in minimal design that works
