Launch PDFExpert with a href link from my website and open a pdf file -- 4

I have a webpage on my server that has the following link:

I wish to make a change to the href so that when I go to my URL of the website using my iPad that has PDFExpert app installed and click the link, it will launch PDFExpert and open the accident_report.pdf.

There is no need to have access to my server. And no need to message me to discuss. If you have the skill of creating a link on a website that can open an installed app on and IOS iPhone / iPad device then this should be a 2 min job.
