Figma Designer for Portal Interface

We are looking to work with a designer who will be able to take a business requirements document and build a full interface in Figma for an interface that is used on a desktop browser and a mobile browser.
The online application is a medical online tool that has the following core components:
- Reporting Component: A core part of the medical online tool to provide detailed reports in nicely formatted graphs, spreadsheets, etc
- Trigger Component: A core part that lists who is assigned to do what task, the status of each task, assigning tasks, reporting on the status of tasks, etc
- Dashboard: A dashboard that is very nicely designed and has components from the reporting and from the triggers
