Create an input Colour Chart Template in JPEG format

We are an online retailer. Each of our brands that we sell offer products in different range of colours. We have to rely on suppliers colour charts which do not always look clear on our website. We would like to create a tool that enable us to create a colour chart in jpeg form that we can then load onto our website. As an example. A new supplier is being loaded onto our website with all their products. A product needs a colour chart to show 15 colours that are available. We need to create that jpeg colour chart. The chart would a title, blocks of colours (square) and colour names. The actually colour should be created using PAL colour codes. I have attached a picture of a file we created through adobe but it is too time consuming for us and does not look that great ! I have also attached one with square colour blocks which looks better and we would like to mimic this style if possible but on a 1200 x 1200 format.
