Building a community / tournament site for an e-sport game

I am planning on creating a website for creating gaming tournaments (e-sports). It should be a mixture of a community (with two kinds of news; staff created news and community created news) and a tournament site. It should have a user interface and a Clan/Group function. Users should be able to create clans (and modify them; set roles etc within the clan), join and leave clans. Any user with the right role, e.g. clanleader) can submit a team to a tournament - tournaments are always hosted by the sites admins. I don't think this is appropriate for a wordpress plug-in, but please write if you think it is doable in wordpress. Given the users roles (admins, clanleader etc.) they should be able to do different things on the site. Admins should be able to post news, host new tournaments and so fourth. At the tournament site, the clan-leaders should be able to enter their result(s) on their matches, mark games for disputes and the tournament admin(s) should then get a notification to resolve the issue. The two clanleaders should both enter the result, and if it is the same result the game is acknowledged as complete, if not - a ticket is created and an admin will take over to settle the dispute. The tournament site should have automated tables, where the results will give different point. Some of the tournaments will have group tables, other will have a knock-out phase. This should all be automated and templates for the tournaments should be picked when setting up the tournament. I should be easy to add news to the site, it should be easy to register an account and it should be easy to host and enter tournaments. If you think you are up for the task, please give an offer. I want a realistic offer from you and I expect you to speak a high level of English. If you think this task requires a bigger budget I am open ears - but this requires that you provide solid argumentation and are able to see my goals for this project.
