a todo website. Basically, people post what they have on their list of tasks to accomplish and we connect them to people willing to do it. The main difference with other service sites is that these are low skills tasks ( does not exclude professional services however ).
Person A is stuck at work but needs to pick up her daughter. To do goes to people in her network and if noone is available, it opens up to the public in the area. Tasks will have labels that indicate limitations on who can respond or see the task. restraint may include: location, privacy, skill level etc
App experience is preffered because the genius of the site/tool must be ease of posting tasks and ease of responding to the task. Which means, an app will either be the first thing made or a close second next to a site. integration with existing todo apps through api or app launch will go a long way in aiding use. Say, I want to invite my friends on facebook so I can share my todo with them, an app will be best for it.
P.S: If you like the idea and would prefer a partnership instead, that door is open but I know seriousness isnt gotten without showing the cash. So i am willing to pay to get the idea into a product.
