Build a web and App based product

Hi, I am looking for a CI and Android based designer and developer who can work to develop a web and app based project. Though I have mention CI but willing to know your thoughts too regarding platform. I m not sharing the actual idea here but for clarification consider It will be more or less a library system with some tweak and changes. A payment gateway integration for subscribed member like pricing page, A shopping cart integration and a classified section will be there. These are the basic requirements which I need on web and app. The visualization portion is okay means we are clear that what we needed and how it will look and function. But we need your thoughts and ideas also to make this work successful. Here is something that I want in freelancer as qualification / criteria and that is must. 1. Should not be associated with any company, works as freelancer who can work independently on project. 2. Must be work accordingly Indian standard time so that we can track, consult, provide guideline to keep the work on schedule. 3. Must be available on skype from 10 AM - 8 PM regularly. 4. Make sure that he can maintain the time frame, without any excuse. We will not compromise with deadline so you must act accordingly. 5. Can work under extreme pressure. 6. No upfront payment until testing and hosting is not done. 7. Completion of web and App must be completed at the last week of march 2016. 8. I need brief proposal to consider your bid regrading design, development, safety and security issues, management of work, timeline and deadline , marketing and business thoughts, payment processing and integration of shopping cart. Its up to you to let me know that why you are the fit for this job. Thnx
