I'll hand-code semantic HTML, a mobile-first CSS layer using custom properties, and vanilla JS kept small enough to inline critical bits, with the contact form wired to Formspree and a PHP fallback so submissions never silently drop. One catch worth flagging: without a build step, image formats and font loading strategy end up doing most of the performance work, so I'll serve WebP with proper width hints and preload only the display font.
