I'd design it as PCC load-balancing with recursive gateway checks for failover, which gets you seamless switching when a line drops even if it isn't literal bonding. The rest is standard RouterOS: VLAN scheme isolating management, customer and future VoIP traffic; DHCP server on your specified ranges; simple queues per client for per-Mbps caps (easier to add/remove customers than queue trees); firewall with connection tracking, rate limits and SYN protection.
