Create a workshop planner. (This is mathematics not graphics)

We have a workshop with a few staff. Each staff member is capable of doing different skills.
Each job we do requires different skills.
We already have software that tell us how many hours of each skill is needed.
We need to create a digital planner that can do the following.
Be aware of available time for each skill.
When we introduce a new job we will define the times and the skills.
The planner automatically searches for unallocated time that is available by a staff member.
The objective is to automatically allocate every job to a time slot.
We currently use a Gantt chart to show this.
This will then show when a job can be started and when it should be done.
An example is on the word document attached.
We will have more work for a successful bidder. We will need a user interface later
