Create staffing sheet

Job Description:
I would like to create an employee staffing file (excel or open to recommendation) that can tell me where to staff each employee based on the following:
Background on job employees are working:
- employees work 4 days a week with 3 days off using the following shift schedules. Employee ID and shift schedule will be given but schedule days working or not working should change based on employee shift code below (DA, DL DC, etc)
Shift codes
1. DA - Sunday to Wednesday
2. DL - Saturday to Tuesday
3. DN - Thursday to Sunday
4. DC - Monday, Tuesday, Thursday, Friday
5. DB - Wednesday to Saturday
Requirement for file or sheet:
-badge ID# of employees (up to 100 employees). All employees will be scanned and IDs will auto populate in a sheet. That sheet will be used for employees present that morning. Therefore, file Requires Ability to edit employee sheet or auto populate it from another location
-jobs each employees can do that shift(given below 1-14 in example). Ability to add additional jobs.
Conditions:
- ability to place a category from 1 to 3 on each job can edit job category. Category 1 can be done only 2 days in a row and 3rd day must be different, category 2 can only be done 1 day in a row, category 3 job must be switched mid-day so these employees would do 1 job first half of the day and another job for second half and category 0 can be done multiple days in a row with no restriction.
- ability to request how many pers to staff into each job every day. For example, enter 10 for OP and only 10 personnel will be chosen for that shift.

- Sheet can be auto populated for the day or week.
