supplier performance score card

We manage a panel of 11 suppliers and we need to create a scoring system based on 8 criteria to produce who is the best performing through to the worst performing. In addition to that, we want to rate them against our targets, not just the other suppliers. As an example, our suppliers provide us with tenders on jobs so we have data on the number of tenders that they submitted and the number of tenders they won. We also track the average costs of their tenders and the time it takes them to submit their tenders. The most important aspect is the percentage of tenders they win, then the number they submit, then the time the submit the tenders in and then the cost. So we need to have a weighting system on these items. If a supplier submits all his tenders really quickly, but wins a small percentage compared to a supplier that is a bit slower at submitting tenders but wins a big percentage, it is the second supplier that should be rated as better than the first as we are more interested in good prices than speed. Attached is a copy of the raw data that we have that shows the performance for each supplier, which we now need to create the ratings for them for each of the ratings headings and then be able to weight these headings to provide a overall score. bidders should include information to demonstrate that they have the skills to complete this task in their bid.
