Need to control motor rpm of motor with Hall effect encoder

The motor controller is a from Cytron and is the MD13S https://www.cytron.io/c-93-dc-motor-driver/dc-motor-driver/p-md13s

The Arduino currently is a MAKER UNO but would prefer for it to be an arduino nano for its small form factor.
NO REVERSE DIRECTION NEEDED. ONLY TURNING ONE DIRECTION
Press a button to start rotation (rotation will start very slowly and work up to full desired RPM)
LED will illuminate RED until the desired RPM is achieved and MAINTAINED then it will transition to Green
Press button again and the motor will slowly ramp back down to a stop.
