Adaptive Mobility Load Balancing Algorithm for LTE Small-Cell Networks

I am looking for an expert in NS3 with strong back ground in telecommunications to:

1) implement the attached research paper initially.

2)After that i am proposing some modifications to the algorithm presented in the attached paper that needs to be implemented after that.

general description about the project:

A mobility load-balancing algorithm is proposed for small-cell networks by adapting network load status and considering load estimation. Handover parameters are adjusted based on the overloaded cells and adjacent cells. A resource block-utilization ratio is defined as a measurement of cell load and an adaptive threshold is employed to determine overloaded cells, according to the network load situation. Moreover, to avoid performance oscillation, the impact of moving loads on the network is considered.

Unlike the traditional fixed threshold approach, the algorithm uses an adaptive threshold to find overloaded cells. By introducing maximum moveable load for the overloaded cells, the algorithm restricts the load released from the overloaded cells to the neighboring cells. In moving the load of the UEs, the algorithm estimates load status of the currently overloaded cells and candidate target cells and decides UE handovers in order to effectively distribute the load and avoid performance oscillation.

regarding the added modifications that will be different from the paper, it is also attached in a word file named "Added modifications" in this project. The modifications are not final to be accurate.
