Hi, I have just completed two designs also solar powered feeding Lipo batteries. I'm happy to do the work as a design only project although I'd prefer to comitt it to a PCB if only to verify the design. The most difficult of your (excellent) specification is the short 2 Amp burst required. Is this the few seconds required to powerup and report the GSM/GPRS data? How do want the project delivered? I have experience as Research & Development Engineer in Automation company in Malaysia. In most of my previous project i used ATMEGA128A as embedded controller with interfacing like motor DC, LCD, keypad, and also sensor. As R&D engineer, I had to know the process from designing, built schematic circuit, built PCB design until execution the board, installed component until design programming and troubleshooting.
