Programm a operating system for a M5Stack

II'm looking for a Programmer who can programm a small operating system for a M5Stack micro controller and can sent me a running prototype.
The M5 Stack should have the Narrow Band -IOT Module (SIM Card comes from me)
Please include the cost for the M5Stack and the NB-IOT module in the offer (app. 60 EUR)
The Idea is to track 1 or more analog inputs, show the actual value on the m5Stack and also show the values over time on the M5stack (graph)
It should show if the M5Stack is connected to internet. also it should be possible to switch in between the Wifi and NB-Iot module connection
Alarm levels of each value can be defined and also after how many times the alarm really comes e.g. If the value 1 reached alarm level 1, five times for more then 1 minute in the last 30 min, the alarm will be sent
The m5 Stack should sent alarms to E-mail adresses which can be typed in.
The data also should be sent to the Microsoft IOT central () so the data can be analysed in the Azure IOT HUb
To implement this is also part of the job
Optional:
The program should be able to predict when the sensor will most like hit the alarm. e.g "Sensor limit will be reached in app. 2 days 5 hours "
