20kV High Voltage Power Supply Design Consultancy

We have a 20kV High Voltage controller board design that controls a flyback transformer.
We designed and manufactured our pcbs and had some results, however we are not sure on whether we can output the correct voltage. We used voltage divider circuits but they have unstable results.
We are looking for an Electrical Engineer to take a look at the design and analyse the potential problems as well as provide us with a robust way to measure the output voltage.
