Do not pay a developer too much for this. Drupal comes right out of the box with an operational forum in place and ready to go. The major part of this design will be your theme or CSS though. Using your Dev Shed as an example, they do not any special modules which were developed for this site. Gotta wonder if the others bidders are telling you that. An operational platform can be competed in an hour with full functionality just because that is Drupal. You need only a few modules to be uploaded. That does not require any work hardly at all on the Dev side. The theme is where the work is though. I prefer and so should you, to use Drupal for this project. You will have greater scalability in the future should you want to add more. 10 days is an estimate though I real think it will be faster. All Drupal websites have this functionality in the background. It is just a matter of checking a box and activating it, then adding a link to the menu. Then poof! you have a forum. It really is simple. You would be surprised that you can have a functional forum in a few hours. The only thing to slow you down would be upload time.
