windows app and service app runs sql queries as scheduled and uploader

we need a windows app(works both in system tray and as a windows service) performs defined sql queries according their schedulet time . This app will output the query result into different file format such as ,Excel,PDF, Jpeg or text .
App needs configurations (for defining Databases, Companies, Queries and Tasks) which will record to a cloud backend system with restapi (simple CRUD ) for each configuration with using predefined user.
It should also be connected to a websocket. and listens for instant messages so will perform the defined queries but giving privilege to asked over websocket rather than tech scheduled ones.
Query Results will be stored on local folder on the computer and will be uploaded to s3 bucket with the predefined folder which will backend api informs.
And it should have windows installer for non-technical guy to install on a windows environment.
All the configuration(Company, DBs, Queries,Tasks) files should be saved in a config file to future retouching.
It should support to connect all SQLServers and Oracle databases and should be stable working on windows /windows server platforms.
