Hi, "offline on a local network" decides the whole design. Several staff will use it at once, so the data has to live on one PC that acts as the server. A shared SQLite file on a network drive will corrupt sooner or later. I'd put SQL Server Express on that one PC, and every other machine connects to it over the LAN. With no cloud, backups matter more than anything. One dead hard disk shouldn't wipe out a year of fee records. So I'd add an automatic daily backup to a second drive or a USB stick. I've built this kind of offline system before. PharmacyPOS is a full shop system that runs offline, with customer credit accounts, receipts, returns and day closing. That maps closely to your fee heads, concessions and outstanding reports. For your fees, each receipt number is given once and never changes. A concession added later never rewrites a receipt that's already printed. The stack would be C# and WPF, with role-based logins for admin, accounts and exam staff. PDF reports and admit cards come from QuestPDF, Excel export from ClosedXML, and one installer sets up each PC. One week for the first working module, fees, running on your network. Exams come next. Is there a PC at school that stays on all day and could act as the server?
