database and password help

We have recently completed a facilitator support package for a training system for hi-tec and telco sales guys and gals. The application was produced in Flash and has worked well in the field and is rolling out across the Middle East and North Africa shortly. The client now requires a subscription-based on-line support and follow-up training program. We are happy doing the front-end stuff but have no experience in the database (very small database -up to 600 entries) and password/security system. We need help with this and are looking for someone who can help with an accurate and (preferably) fixed cost so that we can do a deal and then to actually do the work for us. A little explanation of the process and how the systems work will be a great help since it is not our prime area of concentration and a little understanding can go a long way. Prior to sending you details the client may insist upon an NDA but this is currently under negotiation. We're a small friendly firm (one man and no dog) and hope to build a relationship that will grow; -we tend to stick with the same people once we've formed that relationship. We're south east UK based but this may not be too relevant a factor since it is the quality of the work that counts.
