Your third acceptance criterion is the one that decides this job, so that is what I build the process around. How I would work it: 1. Pull the text layer out of each PDF first, so what reaches the Word file is the document's own characters rather than a re-typing of them. That removes the main source of introduced errors before it happens. 2. Read every page against the original and correct what came through wrong. The usual offenders are ligatures (fi, fl), curly versus straight quotes, en and em dashes, and words hyphenated across a line break that need to close back up. 3. Keep paragraph breaks exactly as the original has them and drop the soft line breaks the PDF inserts mid-sentence. You asked for no extra line breaks; those are where they come from. 4. One editable document per PDF, named to mirror the source, all returned in a single zipped folder. Before I send anything I run the check in reverse: extract the text back out of my Word files and compare it against the source PDFs, so a dropped line or missing character shows up as a difference on my side instead of in your spot check. One thing worth settling first. If any files are scans or photographs rather than digital PDFs, they need OCR and a slower manual pass.
