Hi - This is quite doable and not a very complex thing to worry about. I am a IT professional with 2 decades of work experience in a Tier1 company (Infosys) based out of India. I already did two jobs like yours and I think that it will not take much time to accomplish. I also used KMZ data in excel to select and to prepare file to ArcMap and GeoJason.

Dear Sir/Madam, I am a GIS developer and analyst with prior experience working on tasks such as this, from a background in environmental science and ecology. My skillset is fairly broad and includes working with ESRI ArcGIS, QGIS, GRASS etc; programming in Python and R; data management; spatial analysis; map design/cartography; web map development; and working with databases/SQL. I propose to develop Python scripts that use GDAL/OGR to read the KML, export to Excel, and then write an Excel back to KML with any new attributes added to it. There are several ways to complete this project -- the key to choosing the right method will be to decide if this is a "one-off" to edit KML data in Excel, or whether it will be something which you might need to do again in the future.
