RFP Gathering and Analysis - repost

I need 20 RFPs collected and copied into one massive spreadsheet. Here are the details:

1) Find 20 RFPs issued by a public safety agency, sheriff, city, county or state for "emergency notification" services.

You can find these by using google and searching for RFP and "emergency notification". Select only cities, counties, 911 centers and sheriff or police agencies in the US.

2) Download the documents and find the requirements and questionnaires from the RFPs. We are looking for the parts of the RFP that describe what the buyer is looking for and what the system is supposed to do. Documents that list things like insurance requirements, employment screening and other legal requirements are not needed.

3) Copy each of the individual items listed in the RFP into the spreadsheet so that there is one row for each question or item. I have attached a spreadsheet that does this for the two RFPs listed above. If you copied the questions in a way that caused the text to be split between two or more rows, you must fix this so the entire question is in one row. (Some questions will have several parts - each part can be in a separate row as long as the order of the questions is retained and I can see the entire question easily.)

4) The spreadsheet must list the questions in such a way that I can match them back to the original document. In my example, I have put each RFP on a separate tab (two tabs for one of the RFPs.) These must be labeled so I can verify that the RFPs were copied to the spreadsheet properly.

5) Provide the spreadsheet and the list of the URLs where you found the RFPs.

I will only release funds after all 10 RFPs are collected and verified.

Other requirements:

1) No RFPs from schools,

2) The notification systems described in the RFP must be for telephone-based notification systems. Not for sirens or public address systems or anything that doesn't include telephone and SMS text messaging.
