Hi. It is not clear whether you want low level server/client code with a desktop GUI for the client, or something web based made with a framework(Spring?). Based on the description, I'm leaning towards the former. Either way, I do find the budget to be a tad low, but maybe I'm just misunderstanding something. Once we settle the exact requirements, I predict I would be able to deliver the product in a few days, possibly less if speed is an issue for you.
