This is a simple html utility. It can be in ANY programming language, but it has to work under windows XP, Win7, win8, etc. I'm not 100% sure about C++. Compatibility with XP is part of the job.
It would replace all relative paths with absolute paths. The user would enter the base URL, and then it would be added to all relative paths, and the relative notation (../../[login to view URL]) is changed to the actual folder names.
If the base URL is [login to view URL], then ...
this:
second/third/fourth/[login to view URL]
Is replaced by:
[login to view URL]
And this:
../../[login to view URL]
Is replaced by:
[login to view URL]
going down (deeper into directories)

The utility would have to scan and links with "../" to get the name of the upper directories.
The utility should not make any changes to existing absolute URLs, which might use http or https and might or might not use www. It will be tested using Xenu link checker to check that the links it creates are good links, to check that no previous absolute paths are broken, and scanned to find the string "../". I know that it will not be a fast utility, but it should be a very simple programming job, using just a few codes. Microprojects always look like big projects to those who don't know how to do the job, and easy to those who do.
Completing the project will include sending the source files.
I have posted projects in the past that got bids in the thousands, but were completed for just a few bucks. Please be competitive in your bidding.

My name is Saul Hidalgo, and I am a Computer Engineer. I have coded exactly this problem before, but for file path only (I mean, only the algorithm, without taking care of html code). Code is really simple and I can do it in around 2~3 hours.
One thing you don't specify is if you need an UI or not. I can do it with Java, using swing.
