Please clarify whether the initial text comes from a file with a given name or from user input. Also the complete transformation table would be needed. Note that this will be a pure console application without edit fields, buttons etc.

Hello. I suspect this is some kind of school project. I intend to do it as follows: I make a text file which contains the translation table(something like normal letter#encrypted letter on each line. At the beginning of the execution, I load that file into a matrix(2 column, 28 rows(assuming only English letters will translate). Than I read the file that will be encrypted/decrypted and replace each letter with it's counterpart. I will write it in plain C, no classes or stuff like that. Only if you specifically need classes will I do it in OOP

I can get this done in a day. I would use C,C++,or java, your choice. I am assuming that you would want the translation table (the character mapping) to be external, and modifiable. If not, it would be cheaper.
