Hardware accelerated decoding/encoding of RTSP H264 stream in C++ application.

Job Description:
We need a demonstrative Windows desktop application written in Visual C++ as a reference for our further work.
The demo application needs to perform the following:
1) Receive RTSP video stream from IP camera (e.g. Axis PT1245, h264 encoded, 1920x1080, 25fps).
2) Decode its content (h264) with hardware accelerated codecs (on GPU or Intel Quick Sync Video)
3) Make individual frames available for further processing (processing not part of this project)
4) Re-encode processed frames using hardware accelerated codecs (GPU or Intel Quick Sync Video).
5) Write the encoded frames to a video file on disk in a playable container (avi or mp4)
These steps must be performed in real-time with at least 25fps and minimal latency.
The libraries used are the responsibility of the developer.
A Visual Studio 2017 project is a preferred result.
Project start is immediate.
Fluency in English or German required.
