C++ DX11.1 App that plays WMV and MP4 Video

Job Description:
I want a DirectX 11.1 app that first renders a blue screen, and then renders a textured quad. This quad will receive the frames of video that is being played from either a wmv or mp4 file. The attached video files have no audio but I would like your solution to be capable of playing videos where you can also hear the audio. I have attached my template pseudo-code to be developed by the programmer.
