Friend, I cannot go to your home since I am abroad in other projects, however I see in the photos that, if that wall has its back side in contact with the exterior ground, it is very possible that it is leaking water from outside. The best thing you can do is check the entire drainage system outside your home. According to the photos, there is no structural damage, but if you do not detect the origin of the water that affects the wall in the future, you may have more serious problems. Keep in mind that once you fix the exterior drainage problem it will take several weeks before you can resurface the inside of your basement by scraping the wall and then repainting it. Greetings
