For scanned electrical drawings, current AI and automatic vectorisation tools do part of the job well and one critical part badly. They are reasonably good at lines, geometry and text. They are unreliable at electrical symbols and at connectivity - recognising which symbol is which, and which line actually connects to which device. That is precisely the information that makes an electrical drawing useful. A tool can produce a DWG that looks like your scan while being wrong about what connects to what, and on an electrical drawing that is a dangerous kind of wrong, because it looks finished. So the approach I would recommend, and what I would deliver: use automated tracing where it genuinely helps - straight geometry, layout, text - and then have the symbols, connections and layers built and verified properly, so the DWG is a real CAD drawing with correct layering and blocks rather than a picture traced into vectors. Checked against the original before delivery. If your goal is a repeatable pipeline for many drawings rather than this one set, I can tell you honestly what can be automated reliably and what will always need a human pass.
