Windows exe to change path in txt file

Im looking for a windows exe file that when i run. It changes the paths in a txt file from
C:\Users\kevin\Dropbox\Music\PCDJ\
to
E:\Dropbox\Music\PCDJ
I want a seperate txt file that show
fileName:
fromUrl:
toUrl:
so i can change the file and paths in the future
