Required code fix in one function of a code file (for file downloading - ASP.NET)

Only need to enable downloading of the pdf file in the method public void Download_file() of [login to view URL] file.
Feel free to manipulate whole of this method, so that pdf file generated can download.
Selected candidate will be provided complete code.
Everything is working fine except that file is not downloading.
Pics 1 to [login to view URL] shows sequence of events.
Drag [login to view URL] and drop over dropzone shown in pictures.
[login to view URL] is generated in Files folder.
But this pdf file is not downloading. Please help here.
