Implement Royal Mail Shipping & Tracking API

Initially this project will be to implement the necessary parts of the Shipping and Tracking API to create 3 application

1. import a csv, print a label and put the tracking data into a database

2. Tracking Application

3. request offline tracking numbers and print the labels on envelopes
