Help us Optimize a WPF Grid Project

We have a WPF grid project that displays up to 5000 rows of data.
If we turn virtualization off, the grid control and application is responsive, but the scrollviewer don't respond well.
If we turn on virtualization and set the upper and lower cache to 5000 items, the scroll works as it should, however, the application is slow and unresponsive during resizing or removing / adding / changing records. Resize will block the application for 14 seconds.
We want someone who is extremely experienced with WPF to optimize this project so that the application is responsive, and the scroll works well.
