Desktop Application Developer Needed

Hi,
im looking for a desktop application to be developed, where there would be some scanned images in .TIFF format, once scanned there would be some noise, black unwanted marks like punch hole etc, which needs to be removed, auto deskew, auto align to get a clear readable image, blank sheets removal.
these images which are scanned would be stored in a folder or a folder with multiple sub folder. I need a application where I can select the folder run this application, where the automation should take place & the out put should be in the same folder name maybe you can store in a different location but under the same folder name and file names ( images).
Note: output also to be .TIFF image
