Like to build EA type found in Metastock in C# - open to bidding

I will like to ask you for a contribution on my project. I am working on a project that require me to add some technical interpretation to technical charts. See description below pls:

My market technical analysis project has got to a level where I need to developed something like the Expert Advisor fund in metastocks into the solution. EA in metastocks is used to interpret the technical indicator to user in plain English language. This is done only when the control is activated and added to a particular indicator on the chart.

To understand this very well you may need to download and install a trial version of the software "MetaStocks".
