Open Source JavaCard Virtual Machine in C

We are looking for an implementation of the JavaCard Virtual Machine in C, along with the GlobalPlatform Card Specification.
Specifically, we are looking for a functional C implementation of version 3.1 of the Java Card Platform Virtual Machine Specification, Classic Edition, which can be found at [login to view URL] . Additionally, the GlobalPlatform Card Specification, version 2.3.1 ([login to view URL]) will need to be implemented to allow application loading.
We will be releasing this software as open source, however, the virtual machine is not to use existing open source libraries with restrictive/viral licenses. This will ultimately be ported to small processors, and should be designed in a manner that it is both portable and testable.
This is a significant project, and will need developers that are up to the task. This will need to be broken down into milestones and deliverables, and is likely not a short term project.
Initially, the project should run on Linux/x64 and Windows/x64, and permit the loading of applets. A mechanism for sending and receiving APDUs should be present for testing purposes.
