Create an IP program

I am looking for a programmer who can create a program for me that makes sure I never use the same IP address twice. I have a program called "IP Rental" that I use that scrambels my IP addresses before I process information but sometimes the IP addresses (while different) are too similar. For example they will be [login to view URL] and [login to view URL] which is essentially the same thing. This program would ensure that no duplicates or anything close to it exist. I need to be able to enter the Ip address into the system which pops up in Red if its already used and then stores the IP address once I use it.
