C compiler for ARM M7

The goal is to create C compiler and linker for STM32H7 processor. We think the best base for it is TCC. It should compile a basic subset of what gcc does. It's aimed for an OS capable of running programs on H7, including shared libs. As we don't have the OS yet, it should inbetween run as part of some piece of code on H7 or on a linux machine
