Arduino/Raspberry Pi Timecode logger for Swim Meets

I am trying to synchronize video being recorded at swimming meets to the exact times that races are started. I need a small device (Arduino or Raspberry Pi) that will listen to the scoreboard feed of the Colorado Time Systems, as well as read LTC timecodes coming from a Time Code Systems :Pulse hub (SMPTE time codes from the BNC output of the :Pulse to the 3.5mm audio input jack), and write to a file the exact timecode whenever a new race is started (each row = timecode, Event #, Heat #). The start signal can either be read off of the Colorado Time Systems scoreboard feed (see [login to view URL]), or by watching for the strobe light or listening for the horn when the start signal is given.

One alternative way to confirm a valid start is to watch for the strobe light (which is activated whenever the starter starts a race), note the timecode at that moment, and then confirm the validity of the start over the RS232 serial interface (documentation attached). This will help to eliminate recording of false starts. The current Event and Heat number can also be obtained over this serial interface. I believe this is less error prone than trying to tap into the scoreboard feed.
