Scope of Work to hire a designers to design full architecture, MEP, etc. for a small mall

I want someone to encapsulate a scope of work

MY project is not designing. It is a writing business for potential designers.

I want to issue a scope of work to consolidate (RFP request for proposal) and float it to the market to attract designers.

So here I am, not looking for designs; I am looking for someone who knows how to write the scope technically for such designers.

SOW will contain:

- Objectives

- SOW

- Requirements & Obligations (for the bidder)

We want to hire a designer who will design for us a strip mall with the following details:

total land 25000 m2

used land to build 15000 m2

leasable area not below 7000 m2

we want someone to consider the following:

Legal documents to complete

building codes for the city, etc.

detailed full design

architecture, interior & exterior

AutoCAD

layout, schematics, diagrams, as-built, drawings provisions

Landscape

MEP

HSE

Parking

considers the entrance & exit

technical requirement

BoQ

To recap, the final result can be delivered to an implementer who can implement directly.
