Freelance Estimator / Engineer – Mechanical & Welding Works Tender Brief Project Overview PSM Welding is seeking a freelance estimator / engineer to assist with pricing a lump sum (LS) tender for a project involving mechanical, pipe support, and welding works within a live industrial environment. This brief is intentionally client-agnostic and excludes any identifying project or client details. Scope of Works to Be Priced The freelancer will be required to review issued drawings, schedules, and quantities and develop a complete LS pricing model for the following mechanical and welding-related works only: 1. Mechanical & Pipe Support Works Fabrication, supply, galvanising, and installation of mechanical pipe supports Structural steel supports for process pipework (columns, beams, base plates, stiffeners, brackets) Hold-down bolts, cast-in items, and connection plates associated with pipe supports Alignment and installation of supports (pipe supply excluded unless noted) 2. Welding Works Workshop and site welding associated with mechanical supports and pipe interfaces Butt welds, fillet welds, and connection welds in accordance with AS/NZS standards Allowance for qualified welders, consumables, and standard weld testing where specified Compliance with project welding procedures and ITP requirements 3. Minor Structural Steel (Mechanical Only) Mechanical support frames and secondary steel required to support pipework and equipment No primary building steel or architectural steel included Items Explicitly Excluded from Pricing The estimator must not include costs for the following unless expressly instructed: Electrical works (HV/LV, isolations, terminations, commissioning) Civil works unrelated to mechanical supports Building works, architectural finishes, or non-mechanical structures Traffic control, site access management, or security Inductions, permits, escorts, or access delays Standby time due to access or permit constraints Rock excavation, contaminated material, or abnormal ground conditions Design development beyond issued drawings Commercial & Pricing Requirements Contract type: Lump Sum (LS) Pricing to be assumption-based, not risk-loaded Access, ingress/egress, and site control assumed to be managed by others Allow for normal working hours only No allowance for productivity loss due to access or permit delays Deliverables Required The freelancer is expected to provide: Detailed quantity take-offs for mechanical supports and welding scope A clear pricing breakdown (materials, labour, fabrication, installation) Identification of pricing assumptions and exclusions Flagging of scope gaps, ambiguities, or missing information A final LS price recommendation suitable for tender submission Ideal Candidate Proven experience in mechanical and welding estimating Strong understanding of pipe support systems and structural steel for mechanical services Familiar with Australian Standards (AS/NZS 1554, AS/NZS 5131, AS4100) Comfortable working with incomplete or concept-level design packages Able to work to tight timeframes and provide clear commercial input Timeframe Immediate engagement Short turnaround to meet tender submission deadlines
