Development Of Database Resource

Develop a resource provider for ASP.NET 2.0 in C# which will support implicit and explicit localization:

The individual resources for the properties are loaded from a PostGreSQL Database which is connected via ODBC. You will have to use UTC8 / Unicode in the whole program.

Files are also to be loaded from the database. All data has to be cached via the in ASP.NET implemented Caching API:

Your program has to be thread safe. It will run on a multicore processor later. So please ensure that it is thread-safe.
