you need to have Arduino software so we can program the ESP8266, that's one as for the app, we can use MIT App Inventor, for Android platform app connects to the ESP over WiFi , ESP8266 runs as WiFi AP to which the app will connect then you can control the GPIOs directly from the app but why didn't you pick ESP32 over ESP8266 ?
