I need to make a simple app like screen time for ios and android.

I need someone who knows how to get data about what apps the user is using at what time. I am building an app and for that I need this data. I have very basic experience in coding and this is a part of my startup which I'm working on. You can copy the code from anywhere but provide annotations explaining the code so future coders know how you have done it and they can build tools and stuff on top of the data which your code provides. Maximum Budget - 4000 Output of your code should be - User's activity across apps with detailed time durations. Please send application only if you are sure that your code can achieve this output. As this is a startup, and the invested money is from my savings, I can't pay more than 4000. This is non negotiable.
