Help me run the Google Chrome Postman based api on Android Studio App

I have api written in php on localhost. I am using XAMPP. I want to use this localhost api in Android Studio using Volley. I have everything in place. When I try to do it, I always get a timeout error.

It works perfectly when I deploy the code on server which is publicly accessible.
